MOBIS Executive

Minimum/General Experience: A minimum of 12 years experience.  Excellent communication, interpersonal, organizational, and analytical skills are required.  Working knowledge of word-processing and integrated software applications is required. 

Functional Responsibility: Provides management, organizational, business and technical leadership and services.  Is responsible for individual business elements conducted in compliance with applicable local, state and federal laws and regulations.  Represents the company as appropriate with its relations with customers, employees, suppliers, government industry groups, community organizations, and professional associations.  Is responsible to implement a sound plan for organizational management and controls.  Supervises, coordinates, provides leadership to and reviews the work of assigned staff and/or contracts.  Interfaces with customers on a regular basis.  Monitors customer feedback and advises on a broad range of issues related to products/services being delivered.  Position may require travel.  Position may require the ability to pass and maintain a Security Clearance.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  A masters degree may be used in lieu of a 4 years of experience.  A combination of education and related experience equaling twelve years, that provides the required skills, knowledge, and abilities is required.

Program Manager

Minimum/General Experience: Ten years of experience providing business analysis and consulting services, as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Evaluates alignment of client strategy, core competence, and performance. Demonstrates expertise in identifying and measuring client business performance. Predicts issues and challenges affecting the client’s business environment. Recommends best practices to facilitate achievement of client’s business strategy. Develops business justifications for new training programs. Integrates process with technology, organization, and strategy dimensions. Advises senior leadership on change management and facilitation. Uses industry knowledge to help direct client’s strategy and business plans. Develops new models/techniques for communicating business processes.

Provides recommendations to senior management on change leadership and facilitation.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Senior Architect

Minimum/General Experience: Eight years of experience providing business analysis and consulting services as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Recommends best practices for client business environment to facilitate achievement of client’s business strategy. Identifies new information requirements based upon business or functional requirements. Develops business justifications for new process designs and implementation plans. Integrates processes with technology, organization, and client business strategy. Provides recommendations to senior management on change leadership and facilitation. Recommends functional and quality requirements that support the business process architecture and strategy. Develops detailed work plans for implementing new technologies.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Senior Consultant

Minimum/General Experience: Five to eight years of experience providing business analysis and consulting services as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Designs business solutions aligned with the client’s IT business strategy and incorporating best practices. Applies knowledge of industry initiatives, policies, technologies, trends, issues, and challenges to develop recommendations for improvement of client’s business environment. Identifies organizational and technological implications of new processes. Develops process design implementation plans. Applies business consulting tools and techniques to facilitate the change process. Provides assessments of the adequacy and completeness of functional requirements.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.


Consultant

Minimum/General Experience: Three to five years of experience providing business analysis and consulting services as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Provides assessments of client performance relative to industry standards and competitors. Identifies and applies process best practices. Identifies and prioritizes opportunities to create efficient business processes. Identifies gaps between current (as-is) and future (to-be) environments. Produces hypotheses (business problems and solutions) based on performance data. Performs cost/benefit analysis of new processes. Identifies key functional design issues and recommends possible solutions.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Senior Analyst

Minimum/General Experience: One to three years of experience providing business analysis and consulting services as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Provides business metrics with linkage to key processes or functions. Produces attributes, relationships, and importance of good business processes within client environment. Documents business information flow and interaction of functional business areas. Identifies value-added and non-added process components. Identifies key sources of information to analyze business processes. Conducts user interviews and identifies functional requirements. Provides analysis of impacts of current industry issues and trends.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Analyst

Minimum/General Experience: One to two years of experience providing business analysis and consulting services as described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Applies functional design concepts and methods to client environment. Provides structured documentation of client’s products, services, organization, functions, and processes. Can apply business performance, industry, and functional metrics to analyze client’s performance. Reports on the benefits of business process design and compares/contrasts approaches, tools, and techniques for a client environment. Provides analysis of key attributes and market drivers associated with a client’s industry.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Junior Analyst

Minimum/General Experience: Less than one year of experience providing business analysis and consulting services similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.

Functional Responsibility: Applies functional design concepts and methods to client environment. Provides structured documentation of client’s products, services, organization, functions, and processes. Can apply business performance, industry, and functional metrics to analyze client’s performance. Reports on the benefits of business process design and compares/contrasts approaches, tools, and techniques for a client environment. Provides analysis of key attributes and market drivers associated with a client’s industry.  Can provide technical writing skills and the development of associated documentation.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  In lieu of a degree, an additional combination of education and related experience equaling four years, that provides the required skills, knowledge, and abilities is required.

Administrative Support

Minimum/General Experience: Progressive experience in office automation tools and participating on projects.  Knowledgeable in computer based documentation and presentation techniques, technical typing and word processing.  Integrates inputs from various sources to create a cohesive product.  Prepares both graphical and narrative presentation material

Change Management Subject Matter Expert

Minimum/General Experience: A minimum of 10 years experience.  Excellent communication, interpersonal, organizational, and analytical skills are required.  Working knowledge of organization and change management best practices is required. 

Functional Responsibility:  Directs and leads organizations through the design, development and implementation of communication and change management plans, and performs other project related activities. Develops standard control mechanisms to manage projects including but not limited to risk management, quality assurance, and communication, issue and change management, and other project related controls.  Position may require travel.  Position may require the ability to pass and maintain a Security Clearance.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  A masters degree may be used in lieu of a 4 years of experience.  A combination of education and related experience equaling fourteen years, that provides the required skills, knowledge, and abilities is required.

New Technology Specialist

Minimum/General Experience: A minimum of 8 years experience.  Excellent communication, interpersonal, organizational, and analytical skills are required.  Working knowledge of new technology and training on new technology is required.  Position may require travel.  Position may require the ability to pass and maintain a Security Clearance.

Functional Responsibility: The New Technology Specialist serves as the senior technical architect or business advisor for strategies for designing and implementing large-scale, highly complex systems involving new technologies, information processing, communications, and networking. He or she is knowledgeable of state-of-the-art or emerging technologies and methodologies.

Minimum Education: Bachelor’s Degree in a related business, engineering, computer science, physical science, or technical field.  A masters degree may be used in lieu of a 4 years of experience.  A combination of education and related experience equaling eight years, that provides the required skills, knowledge, and abilities is required

 

Hourly Labor Rates

Please note that any adjustments to the below rates will be in accordance with Clause 552.216-70, Economic Price Adjustment.  Any GSA approved adjustments to the below rates in accordance with this clause shall be effective to the labor rates of any Task Order(s) awarded hereunder as of the date of GSA’s economic price adjustment approval.  In the event of any such adjustment during the performance period of any Task Order, Haverstick Government Solutions, Inc. will provide written notification to all applicable Task Order ordering agency(s) requesting Task Order modification(s) to reflect the GSA approved economic price adjustment.
